Romelu Lukaku has made it clear that he intends to stay with Inter Milan and has no intention of moving to Saudi Arabia.

Despite receiving a second offer from Saudi Arabia, Lukaku has affirmed that he prefers to stay in Europe and fight for his place in Milan.
Ongoing discussions between Inter Milan and Chelsea will determine Lukaku’s future, but Inter’s president, Steven Zhang, has previously emphasized Lukaku’s affection for the club while acknowledging his contractual obligations to Chelsea.
